SHELBY COUNTY —
Shelbyville schools are looking to proceed on renovations to Moulton Middle School with work beginning this summer.
The district is expected to use Qualified Zone Academy Bonds (QZAB) to pay for the bulk of the $2.2 million project with another $600,000 being borrowed against funds in the district’s budget. The QZAB can only be used on the Moulton project as that building has a higher percentage of lower income students who qualify for reduced and free lunches.
The project includes installation of geothermal system to replace the 1960s aged boiler and replace windows. The geothermal system uses the constant temperature of the earth to heat and cool buildings
“This could bring a savings of $20,000 a year,” said Superintendent Denise Bence in her presentation to the board at its regular meeting Thursday night.
In a second phase of the project the boiler system at the High School building, which is 10 years older that the Moulton boiler system, would also be replaced by a geothermal system. Approximate cost of the system would be $2.5 - $3 million.
Phase three would expand Moulton to house pre-K through 5th or 6th grades and expand the High School to house both Jr. High and High School. Expected cost of this phase is $4.6 million.
Financing for these projects will be sought through grants, bonds, and money from the State that is earmarked for school construction. Shelbyville was approved for a new construction grant in 2004, but the State is currently releasing funding for some of the projects approved in 2003. The 2004 grant would cover approximately 72 percent of the cost of new construction.
Also the district is looking at the sales tax issue once again as a local income source. The sales tax issue has been defeated twice by the voting public.
“We have to have the community working with us to provide better schools,” said school board president Rob Bosgraaf.
Bence said the time is right to move ahead on the projects.
“We have to have the big picture to begin phase one,” she told the board.
The public has 30 days to comment on the bond plan. Final approval on the bonds is expected in a special meeting in March.
In other business the board approved:
- The Feb. 1, 2012, Seniority Lists for Tenured Certificated Staff and Educational Support Staff
- Resolution declaring the intention to avail of the provisions of Article 20 of the School Code of the State of Illinois, as amended, and to issue Working Cash Fund Bond of Community Unit School District Number 4, Shelby County, Illinois, and directing that notice of such intention be published in the manner provided by law
As a result of executive session, the board:
- Accepted the resignation of Ross Forlines as Jr. High track coach and the resignation of Erica McDonald as Jr. High Cheerleading coach.
- Approved Greg Harkins as Jr. High track coach; Tyler Pierce and Levi Pruemer as High School volunteer track coaches; Derek Hayden as High School volunteer baseball coach; and Tony Moll and High School volunteer softball coach.
