SHELBYVILLE, IL. —
The Shelbyville City Council is considering an ordinance change that would allow gambling machines in establishments that serve liquor.
The State of Illinois recently approved the gambling machines in such places, but individual cities will have to approve ordinance changes to allow the machines.
Walt Lookofsky, VFW commander, represented the VFW and the American Legion in presenting the ordinance change request to the Council Monday evening.
“We ask that the liquor code be amended to allow license holders to have gambling machines,” Lookofsky said.
He added that the city would receive 5 percent of the proceeds from the machines. According to state guidelines, the vendor would receive 35 percent, the business would receive 35 percent, the state would receive 30 percent, and the city would receive 5 percent. The machines are monitored by the State of Illinois through an Internet connection. The machines also have to be cordoned off to restrict use by those under age 21.
Councilman Brent Fogleman recommended that that a public hearing be held at 6:30 p.m. July 2, just before the regular meeting and that city attorney John Freeman look over the request and regulations.
The council approved that recommendation.
Jerry Yockey, chairman of the General Dacey Trail, presented an update to the work at the trail. He reported that a donation was received to cover the cost of putting oil and chip on the oldest phase of the trail. Phase 1 currently has a limestone base.
“We want to have the work done before the Tom Short 5K on August 4,” Yockey told the council.
He noted that usage is up on the trail and that a recent one day count showed 135 users.
“It has been a good addition to the community,” said deputy mayor Bill Shoaff.
The council approved payment of the work on the Dacey Trail with the city being reimbursed by the trail fund.
The council approved a list of appointments:
- Jim Miller to replace Danny Helton on the Planning and Zoning Commission;
- Don Fesperman to replace Brett Koehler, Zoning Board of Appeals;
- Tom Schafer to replace Tim Finks, Zoning Board of Appeals;
- Mike Canada to replace Jill Miller, Zoning Board of Appeals.
