City Sales Tax Proposal Sees Delay

SHELBYVILLE, IL. — The proposal for a city-wide sales tax may face a delay before being presented to the voters.

Shelbyville Superintendent Denise Bence reported at Thursday’s school board meeting that even though the city council agreed to sign a letter of intent, the proposal to change the municipal code for the Non-Home-Rule Sales Tax needs to be passed during the fall session of the state legislature.

“I met with (State Representative) Adam Brown who supports the legislation. He said the fall House session is only one week long and he doubts that the proposal will be discussed during that time,” Bence said. “It may be spring when it will come to the floor. That would put the proposal on the November 2014 ballot. Timing is the problem.”

“The other thing we could do is put it on this (November 6) ballot with the wording ‘with pending legislation’,” she said.

The revenue from the proposed tax would aid Shelbyville Schools in its renovation and building projects.

The matter will be discussed at next month’s meeting.

Bence presented the fiscal year 2013 budget which totaled at a nearly $654,000 deficit.

“We tried to underestimate the revenue because of the state aid issue and overestimated expenses. We’re hoping it won’t be that bad,” Bence said.

She added that the State’s pension issue may mean that the district will have to pay more into the TRS (Teachers’ Retirement System).

The budget will be available for public review for 30 days before board approval is made.

Upon recommendation by district Athletic Director Tony Pullen, the board approved Dustin Fink, athletic trainer for The Zone and Francis Physical Therapy, as athletic trainer for the Shelbyville School District from August 2012 through August 2015.

“He already knows how things work here,” Pullen said.

Fink will work in coordination with Dr. David Oligschlaeger and his physician’s assistant Gary Hayden.

The board also approved the lease contract with the First United Methodist Church for the use of two rooms for the district’s preschool program.

 Following executive session, the board accepted the resignation of Bill West as school crossing guard. They also approved the employment of Tony Schultz as custodian; Taylor Rhodes as volunteer assistant softball  coach; Chris Mosley as volunteer high school cross country coach; Ryan Scott as JV baseball coach; Josh Maxwell as Varsity softball coach; Michele Petska as JV softball coach; and Ross Forlines as middle school track coach.
