SHELBYVILLE, IL. —
In its final action for 2012, the Shelby County Board approved requests and resolutions by the County Highway Department and a contracts for GIS and photogrammetric services.
County engineer Alan Spesard presented a request by Cold Spring Highway Commissioner for bridge repair. The bridge, located five miles south of Tower Hill near Williamsburg Hill, has been closed due to structural deficiencies. Cost is estimated at $20,000 to be shared evenly with the township and the county.
Spesard also presented a transfer agreement for a 1.4 mile stretch of road and bridge three miles south of Tower Hill adjacent to the Herrick blacktop. The road was under county jurisdiction previously and transfered to township jurisdiction to be eligible for funding for bridge replacement. The funding never happened and the bridge remains closed. Spesard asked that the road and bridge be transferred back to country jurisdiction. He also presented a resolution to accept the transfer.
A resolution requesting approval from IDOT to use Motor Fuel Tax funds for maintaining county highways in 2013 and a resolution requesting 50 percent reimbursement of County Engineer Salary and expenses from federal funds were also approved.
Also approved were contracts for Shelby County geographic Information System website development, web hosting and phogrammetric services with Bruce Harris and Associates. The services includes electronic tax records and flyovers which will be done this spring.
Board member Ken Barr requested a second bid on the job as he said he believed the cost to be too expensive.
Chairman Bruce Cannon noted that Harris and Associates already does the county’s records so the only thing that could be bid would be the flyover.
“That would delay everything one year,” said member Rob Amling.
The contract was passed with a vote of 18 to 2.
Chairman Cannon told the board that both the Democratic committee and the Republican commitee chairmen have been notified of the vacancy left by the resignation of Dorothy Camic as Shelby County Board of Review District 1.
Zoning and EMA administror Jared Rowcliffe reported that seven building permits were requested for November. He added that the county’s Emergency Operations Plan has been completed. The plan would make the county eligible for accreditation and eligible for funding when needed.
Amling voiced his concern about a possible decision about drawdown of lake levels to 590 feet to aid the Mississippi River navigation.
“There’s a lot of political pressure to do this,” he said. “That could have some dire consequences to visitation here.”
Public Buildings committee chairman Jim Warren reported that the new courthouse entrance is near completion and the third floor restroom were waiting to be retiled. He also noted the confusion in the elevator of the floor numberings. Chairman Cannon approved ordering new buttons for the elevator to label the floors correctly.
Cannon read the committee appointments and made the following appointments:
Ken Barr - Housing Authority
Scott Lantz, Fred Nabor, and Don Hennings Jr. - Planning Commission
Ed Anderson - Drainage District 1 Big Spring and Prairie townships.
Before adjournment, Shelby County Community Services retiring director Dick Gloede introduced the new SCCS executive director Tom Colclasure.
