SHELBYVILLE, IL. —
Vacancies were filled as part of the action by the Shelby County Board at its regular meeting Wednesday.
Newly-elected board member Dennis Fisher submitted his resignation as District 11 member, citing work conflict. He recommended Frank Mulholland to serve in his seat. This was approved by the board.
The board also approved the appointment of Brenda Brooks as Shelby County Board of Review District 1 to fill a vacancy created by the resignation of Dorothy Camic.
In other agenda business, the board approved a request by County Clerk to reduce the number of election judges for the consolidated election to be held April 9 and also giving her the authority to reduce for future consolidated elections.
Robert Jordan of the Animal Control committee discussed the need for animal control officer Brad Hudson to be protected from vicious animals.
“There are more and more people with trained guard dogs and an increased number in wild dogs,” Jordan said.
Jordan suggested that Hudson attend classes to learn how to handle the situations.
“Brad has not been formally trained,” Jordan noted.
“I do feel Brad need some form of protection,” Sheriff Michael Miller added. “It’s a county liability issue. We find some situation in which that animals are part of a business venture or just mean.”
Miller added that he did not think Hudson needed a gun in light of an incident in the southern part of the county involving a village worker who shot a dog in front of residents. However, he added that his deputies have faced such situations when serving people on a vicious animal statute violation.
Miller offered training for Hudson on the use of a taser He demonstrated with his own taser that just the sound of a taser would scare an animal and that the charged prongs would humanely stop an animal without killing it.
“When you’re dealing with people’s pets, you have to be careful,” Jordan said.
The board approved a motion to find a course for Hudson to attend.
County Engineer Alan Spesard presented resolutions to award county maintenance rock contracts and culvert contracts to various bidders.
He also presented joint agreements with Illinois Department of Transportation for replacing the Neoga Road county bridge at a cost of $1,428,000 and Oklahoma county bridge at a cost of $635,000. Both bridges would be paid 80 percent federal funding and 20 percent IDOT grant money. There will be no expense to the county.
All requests were approved.
Spesard reported that bridges in Clarksburg Township and Cold Spring Township are open to traffic. Approval was also given for work on a railroad crossing in Clarksburg Township. This project is 100 percent funding by the Illinois Commerce Commission.
Spesard also presented his annual report which highlighted the various projects for 2012.
“The Neoga Road project was the largest contract ever awarded,” Spesard said. The road was opened this fall and bituminous resurfacing will be completed in 2013.
Zoning administrator Jared Rowcliffe reported that six building permits were granted in December. He added that 28 new residences were built in 2012 - up 2 over 2011, and 116 permits were issued in 2012 - up 16 over 2011.
“This is good news. It indicates that the economy in Shelby County is starting to recover,” said County Board chairman Bruce Cannon.
Rowcliffe reported that rural address is about 50 percent complete with completion estimated in June.
As EMA administrator Rowcliffe reported that his office has received certificate of accreditation through September 2014.
“This will help secure grant funding for us,” Rowcliffe said.
Public buildings chairman Jim Warren reported that work on the Courthouse building is complete but some balancing on the geothermal control need to be done.
Warren also proposed forming a not-for-profit foundation to raise money for future building improvements, particularly new windows.
Legislative chairman Rob Amling proposed a change to the board meeting agenda to include a prayer by invited pastors at the beginning of the meeting. The board approved the proposal.
