School Budget on Track for 2013

Board Approves 6th Grade Track

SHELBYVILLE, IL. — A six-month review revealed that the Shelbyville school district is below the 50 percent mark in the  projected expenses.

Superintendent Denise Bence presented the figures for the various accounts for both receipts and expenses at the regular school board meeting Thursday night.

But state aid payments are still a concern to the district as the State of Illinois is still running behind in categorical payments such as special education and transportation.

Bence noted that the balance of last year’s payments were made this year.

“This year’s state aid is on time, but is prorated. We are receiving 89 percent of the $6100 per student,” Bence said.

Bence added that Shelbyville is one of the few area schools that has reserves to fall back on, but that the district still has to be conservative or those reserves will be quickly depleted.

“The education fund, which covers salaries and supplies, would take the biggest hit,” she added.

“Not knowing what state aid is going to be next year makes it difficult to budget for next year,” Bence said. “We are looking to be more conservative. We are looking to grants to pay for building improvements and build up reserves in operations and maintenance. We’re looking for ways to have the least amount of impact on students.”

“There are districts in the state that are looking to borrow and selling bonds to pay for their expenses, which raises property taxes. That’s not going to happen here because of tax caps that are in place. It would have to go to referendum for the public to vote on,” she said.

In other business the board  heard a request from track coach Kevin Kramer to allow sixth graders the opportunity to join Jr. High track.

“We need to be on even playing field with other schools (who allow sixth graders participation),” Kramer said. “Right now we’re competing with people who have that extra year under their belt.”

“The is somthing to try to improve the (track) program. It gives them (sixth grade students) a chance to see if they can or are good at anything - especially the girls,” Kramer added.

The board approved the request.

The board also set graduation date for Saturday, May 18, with Baccalaureate on Sunday, May 5, as recommended by High School principal Richard Stuart.

In administrative reports, Moulton principal Russ Tomblin reported that $850 was raised on McTeacher Night at the Shelbyville McDonalds; Moulton student council donated and planted a Cleveland Pear tree on the campus; and that sixth graders donated 72 pairs of pajamas to Dove Abuse Shelter and Urban Restoration Ministries Home in Champaign. The pajama donation was matched by Scholastic Inc.

Tomblin added that Holy Cross Lutheran Church donated $415 for student needs.

Main Street principal Shannon Shallenberger reported that Holy Cross also donated $845 for student needs at the school and 26 winter items for Kindergarten students.

Bence reproted that Illinois State Police Survivor Section Supervisor Bill Kroncke has volunteered to do a security assessment of the schools and present security training and drills with the staff.

As a result of executive session, the board:

- Approved Tad Mayhall, Derek Hayden, and Ron Middleton as High School volunteer assistant baseball coaches

- Approved Mike Holland and Tony Moll as High School volunteer assistant softball coaches

- Accepted the resignation of custodian Tadd Davis.
