SHELBYVILLE, IL. —
In addition to hearing information about the proposed Ameren transmission line (see Daily Union Friday, February 15), the Shelby County board approved a lease agreement with CEFS at last week’s meeting.
CEFS Chief Operations Officer Kevin Bushur told the board that the lease agreement for the property at 1505 W. South First Street in Shelbyville needs to be in place before the Illinois Department of Transportation will approve its agreement with CEFS. Proposed was that the county purchase the property and lease it to CEFS on a year to year basis at $1 per year.
County Engineer Alan Spesard presented for approval the contract with Howell Paving for cold mix at $2.54 per gallon. This was approved.
The Board also approved the contract with Schmitt construction for work at the Clarksburg Township railroad crossing approach in the amount of $48,452.
Spesard also told the Board that bid letting will be held March 8 at the State level for the Neoga Road bridge project and the Oklahoma bridge project. He also reported that he and Board Chairman Bruce Cannon met with State Senator Chapin Rose and reviewed county projects that are waiting on state funding.
“There are several approved projects but we are waiting on money to be released from the State,” Cannon said.
County Farm committee chairman Robert Jordan proposed raising the cash rent lease be raised $175 per tillable acre from $160. That rate will bring the rent to $34,352.50 per year to the county. The Board approved the increase.
The board approved the proposal to opening its meetings with prayer. Board member Robin Robertson suggested that guidelines be set regarding wording and who would offer the prayers. The legislative committee will draw up guidelines for approval at the March meeting.
The legislative committee will also consider creating an ethics ordinance for county officials. Members of the ethics committee will be members of the public – no board members will on the committee.
Board member Rob Amling reported that electric aggregation would not affect many in the county.
“It will be up to Shelbyville to put it on their ballot but for the 125 county residents who would be affected, they can negotiate it on their own,” Amling said.
Board member Kay Kearney reported the committee discussion on school safety.
“It’s not possible to have deputies in every school, but it is possible to have deputies routinely visit county schools,” she said.
The building committee reported that they were trying to get a foundation established to raise funds for windows in the Courthouse.
In public comments, David Johnson of Windsor argued the need for high speed internet in the area.
“High speed internet will attract businesses and residents to the area and help us (the county) grow,” Johnson said.
