County Board Says Goodbye to Officials, Prepares for New

SHELBYVILLE, IL. — Retiring Shelby County Circuit Judge Michael Kiley thanked the Shelby County Board for the time and cooperation over the past 35 years as he steps down from his duties in the next few weeks.

“I have been associated with the Board in some manner since 1977,” Kiley said. “It’s been nothing but cooperation. We’ve had a good working relationship. I appreciate the work that you do and wish you the best for the future.”

Newly elected county officials, including two new board members, will be sworn in at 8:30 a.m. December 3 to begin their terms. A reorganizational meeting will follow at 9 a.m.

The Board was given a view of the website that will offer an arial view of parcels in the county.

The Shelby County Geographic Information System (GIS) Website was presented by Scott LePenske, director of sales/marketing for Bruce Harris & Associates. He explained that the website would be a valuable tool for the Supervisor of Assessments office as well as other county agencies. The arial views would show details on the parcels as well as other taxing and assessment information.

“The general public can use the site also. The information would be ‘read-only’. It cannot be altered by outsiders,” LePenske said.

County Supervisor of Assessments Diane Wagner agreed that this would be a valuable tool in her office.

“We spend a majority of time waiting on realtors and assessors now. This would give them informaiton they want,” she said.

LePenske said that a fly-over could be done this spring to update the arial views. The last fly-over was done in 2003.

He told the board that the overall cost, including design and startup would be $110,800 with a $450 per month hosting fee. This would include all updates to the website.

Wagner noted that there was more than enough money in the GIS fund to cover the overall cost.

The board will vote on the system at the December meeting.

In other business the board approved:

- the appointment of Jessica Fox as Shelby County Clerk and Recorder, filling the vacancy left by the resignation of Kathy Lantz;

- the appointment of Kenneth Kramer as temporary commissioner of combined Drainage District #2, Tower Hill;

- the purchase of property at 1505 W. S. First Street, Shelbyville for the C.E.F.S. Central Illinois Public Transit operations up to the amount of $118,000 pending approval from Shelby County Community Services and Illinois Department of Transportation (IDOT). Also approved was a a contract agreement with Gorski Reifsteck for design services up to $50,000 pending approval from IDOT;

- the request to change Sigel’s polling place from the Town Hall to the Township Building at 104 Washington Street.

- the resolution for West Central Development Council Comprehensive Economic Development Strategy Document and support the application for the Economic Development Comprehensive Planning Activities;

- the annual contract for the State’s Attorney’s Appellate Prosecutor program in the amount of $7,000. State’s Attorney Deborah Riley noted that she has used the service only two or three times in the past two years in conflict cases, but expects their services may be required more because of State’s Attorney-elect Gina Vonderheide’s past service as a conflict public defender and guardian ad litem.

“The cost for the program may increase,” Riley said.

The board also approved the following petitions and resolutions from the County Highway Department:

- replacement of drainage structure in Big Spring Township, 3 miles southeast of Strasburg, for $3,000 to be shared equally between the county and the township;

- the agreement with Henderson and Associates for engineering design for the Wood Street Bridge replacement project and the agreement with IDOT on funding for the engineering design. Project and the engineering design fee will be paid for 80 percent with grant funds and the other 20 percent shared by the City of Shelbyville and the county;

- the resolutions to acquire the right-of-way for the Oklahoma Bridge replacement project and the Shelbyville Township railroad crossing approach project. Funding from the Illinois Commerce Commission  with pay all but $5,000, which will be paid by Shelbyville Township;

- the resolution to purchase a new dump truck to replace the oldest one in the fleet.

EMA and Zoning Administrator Jared Rowcliffe reported that there were 11 building permits requested in October, the Emergency Operations Plan was submitted in October and the Emergency Management grant has been applied for.

Public Buildings committee chairman Jim Warren reported that the new entrance is expected to be completed near the end of December. He also reported that the cupola and the attic have been cleaned out and reinsulated.

Chairman appointments approved were Ken Fry, Bill Leach, Nancy Cruitt, Mike Ballinger, and Greg Miller to the tourism board and Richard Kuhn to Drainage District #1 Oconee.

County board members Jack Roessler and Fred Doerner were publicly recognized for their time served on the board.
